The project is invested and developed by EH Holding Group Ltd. in the Aktobe region of Kazakhstan. It serves as a landmark initiative under the Group’s long-term commitment to Central Asia and the implementation of its “green industrial park cluster” strategy. Closely aligned with Kazakhstan’s industrial modernization agenda and import substitution policy, the project aims to establish a green circular economy demonstration base integrating non-ferrous metal raw material recycling, advanced industrial processing, and high-precision copper product manufacturing. Phase I of the project is scheduled to be completed and commissioned by the end of 2026, with a planned annual production capacity of 20,000 tons.

On the day of the groundbreaking ceremony, Vice Governor of Aktobe region Abdikarimov Abzal Aliyevich, Consul general of the People's Republic of China in Aktobe Guo Yu, Chairman of the board of the National investment corporation of Kazakhstan (Kazakh Invest) Kinzhakulov Sultangali Kurmangalievich, Deputy prosecutor of Aktobe region Tagibergen Aibek Sakenovich, and other distinguished guests jointly witnessed this historic moment. Their presence not only reflected the high level of attention and strong support from the governments of both countries, but also underscored the project's promising future and tremendous potential.

The project actively responds to the global transition toward green and low-carbon development. Phase I production lines will fully adopt advanced international low-carbon smelting and energy-efficient wire-drawing technologies, converting local resources into high-value industrial core materials serving infrastructure sectors such as energy and power. The implementation of the project not only fills the gap in advanced industrial-grade copper processing within the region, but also serves as a «green» industrial model in China–Kazakhstan industrial capacity cooperation, balancing economic efficiency with environmental sustainability.
